Rubber bullets are not compatible with minimum use of force. Northern Ireland demonstrated that years ago.
I believe that rubber bullets did terrible damage to Britain's reputation, and it is true they are incompatible with minimum use of force. I've seen and handled a real rubber bullet brought over by one of the guys that had been in Long Kesh who visited the U.S. back in the '80s. I also met a Native American woman who was at Pine Ridge, she was hit by a rubber bullet and a huge chunk of her leg was taken out.
